RECRUITMENT BRIEF

 

Profile

A Construction Project Manager to lead, oversee, supervise and manage construction projects for the in Tanzania based in Dar-es Salaam.

 

Demonstrable Experience

 

  1. Supervise construction projects from beginning to end, ensuring that projects are completed within time and budgetary constraints.
  2. An understanding of the construction business and the ability to work under deadlines.
  3. Control the time, cost and quality of construction projects, from residential, commercial and industrial buildings.
  4. Plan and coordinate all aspects of the construction process, including hiring contractors and working with engineers, architects and vendors.
  5. Determine the scheduling of different phases of a project based on established deadlines.
  6. Identifying, analyzing and mitigating all risks that could impact project deliveries within predetermined time and cost.
  7. Site establishment, planning and site administration by controlling all resources such aslabour, procurement of materials, control of site quantity surveyor and project payment, plant and equipment and the liaison between the clients and representative and the contracting office as well as supervision and control of sub contractors and nominated contractors.
  8. Negotiate contracts and material costs with architects, vendors,suppliers, contractors and other workers.
  9. Strong understanding of the tendering process.
  10. Securing of building permits and licenses and delivery of materials and equipment to construction sites.
  11. Communicate with contractors and other project team members to monitor construction progress, including worker productivity and compliance with building and safety codes.
  12. Proactively identify, manage and resolve problems that arise due to technical drawing and material issues, contractor and project team issues, problems and time delays, weather, emergencies or other issues that may cause delays.

Qualification and Competencies required:

  • Bachelor’s degree in a construction-related field, such as building science, construction management or civil engineering specifically construction of multi storey apartments
  • Experience of site management – 20 years
  • Project management of 5 years with MSC in project management or PIM (USA)
  • Commercial Acumen: with knowledge of global sourcing of construction project related items, with good negotiation skills and experience in procurement.
  • Confident – articulate, determined, clear communication, decisive
  • Proactiveand positive approach – adds value, continually looking to improve,
  • Energetic – leads by example, willing to be hands on, tireless work ethic
  • Be able to multitask and have good time management and organizational skills
  • Communicate effectively both verbally and in writing, as well as complete paperwork in a legible and organized manner
  • Leadership skills – coaching & mentoring, strong direction, tough approach to discipline, developing skills through training and empowerment – inspiring and motivating his team.
  • Willing to learn and absorb new culture and language

  • Strong communications skills – good at briefing, reporting, liaison with contractors, architects, engineers, workers, supervisors, KJ management and other departments
  • Fluent in English – spoken and reading
  • Be experienced with Microsoft Office / Excel, Microsoft Project and AutoCAD Must be able to read and understand project specifications and construction drawings

CONSTRUCTION PROJECT MANAGER SPECIFIC & DETAILED RESPONSIBILITIES

  1. General
  1. Be completely versed in the firm‐client contract for the project, and of the client’s objectives. Satisfy client’s goals.
  2. Analyse the project scope, the client’s RFP and firm’s proposal with the Project Architect. Organize the work on the project and set forth the procedures to be employed in accomplishing the project.
  3. Be the one point-of contact for all incoming and outgoing project information. Ensure proper distribution of project information to all project team members and sub-consultants.
  4. Contract for the services of outside consultants when required.
  5. Administer the design budget.
  6. Review project specifications and drawings, and perform accurate take-offs which include material determination and quantities
  7. Develop and monitor the project design schedule to meet Client and firm time objectives.
  8. Notify the Client of changes in project scope, and prepare estimates for additional design fees.
  9. Keep Management team and Accounting Department informed on the status of the project.
  10. Develop and monitor the Client’s construction budget and schedule. Identify long lead items and proposed form of construction contract as easily as possible.
  11. Attend project meetings, as necessary.
  12. Establish documentation and administrative organization for the project
  13. Verify billing quantities and obtain the client’s approval on additional charges prior to submitting invoices

 

  1. Conceptual, Preliminary and Final Engineering Design Phase:
  1. Schedule design meetings with the Client and Department Managers, and schedule appropriate staff for these meetings.
  2. Arrange for preliminary construction estimates.
  3. Coordinate design presentations with the Project Architect.
  4. Consult with all appropriate Public Authorities and determine that their observations and inputs have been secured prior to commencing contract documents phase.
  5. Determine what codes and regulations are applicable to the project; determine what permits, licenses and authorizations will be required and how each is to be secured.
  6. Arrange for pre‐bid estimates.
  7. Review contract documents with appropriate public officials.
  8. Attend public meetings and/or hearings, as necessary; assure that all public authority approvals are obtained.
  9. Perform independent review of all contract drawings and specifications for completeness, correctness and coordination. Ensure that corrections and clarifications are made if required.

 

  1. Construction Letting, Bidding, and Award Phase:
  1. Compile selected list of bidders with Client.
  2. Compile and issue addenda, if necessary.
  3. Tabulate bid results and participate in contract bid negotiations.
  4. Assist Client in the preparation of the construction contract.

 

 

  1. Construction Engineering/Management Phase:
  1. Interpret the intent of contract drawings and specifications for the Client, General Contractor, Building Inspector, and the other interested parties.
  2. Schedule and attend job meetings.
  3. Prepare and distribute a schedule of anticipated shop drawings and samples.
  4. Schedule personnel for job visits, when appropriate; coordinate field visits of construction representatives.
  5. Review all requests for modifications of the contract drawings and specifications, whether initiated by Client or Contractors.
  6. Consult with Project Architect and Department Manager on all modifications and design changes.
  7. Request Project Architect to prepare change drawings, as required.
  8. Review and approve all change estimates; prepare and sign all change orders.
  9. Review and approve all Contractor monthly requisitions for payment, including requisitions for final payment.
  10. Inform Project Architect and Department Managers of status of construction.
  11. Arrange for appropriate personnel to prepare punch list.
  12. Oversee the preparation and distribution of Clients operation and maintenance manuals and record drawings.
  13. Collect all warranties, guarantees, and other specification close‐out requirements.
  14. Prepare certificate of substantial completion.
  15. Prepare a project summary and critique.
  16. Return to meet with Client in approximately one year following occupancy for project evaluation.
